Bear Gulch February 22nd 1876 At a miners meeting held on Bear Gulch, February 22nd 1876 for the purpose of forming a district and making laws. J. I. Collins was elected as chairman and N. V. Hartwell Secretary. The following resolutions were adopted Resolved: that this district shall embrace Bear Gulch including its tributaries six miles down the gulch and two miles up the gulch from discovery Resolved: that this district shall be known as Rawlins District Resolved: that each claim shall extend in length 3 cu feet along the natural course of the gulch and in width shall extend from summit to summit Resolved: that each claim holder shall have the same recorded within five days from date of location Resolved: that each and every claiming holder shall record in person Resolved: that the claim record as discovery claim and owned by Frank George shall be recognized as such Resolved: that no person shall be entitled to more than one claim in this district by preemption Resolved: that each claim holder shall represent his claim or claims on the first day of April 1876 Resolved: that the recorder books shall be open for inspection at any time when called for and in case of his absence it shall be his duty to appoint a deputy. Resolved: that no person shall erect a dam or reservoir to the detriment of any claim holder Resolved: that right of drainage shall be allowed in this district Resolved: that F. Cochran be appointed as recorder for the ensuing year Resolved: that the recorder fee shall be (2.00) two dollars for recording each claim and giving a certificate Moved and second that this meeting adjourn carried Chairman J.
